A series of policy development workshops under Creative Spark
The cycle of policy development workshops under the Creative Spark project: an education entrepreneurship support program implemented with the support of the British Council has come to an end.
The aim of the workshop was to increase the level of policy development competencies among Creative Spark participants and to strengthen interaction with key stakeholders.
About 20 people took part in the workshops, including representatives of Ukrainian Creative Spark partner universities, representatives of the State Agency of Ukraine for Arts, the Ministry of Culture and Information Policy, the Ukrainian Export Promotion Office, the SME Development Office at the Ministry of Economy of Ukraine. Ukrainian Cultural Foundation, Lviv and Ivano-Frankivsk city councils. The event was attended by representatives of the Creative Spark Poltava project: director of the Institute of Projects and Innovations Inna Pakhomova, director of the Institute of Business and Modern Technologies Alina Tkachenko, local project manager of Creative Spark Alexander Ustyan.
The event was facilitated by the PPV Knowledge Networks team, which has significant experience in policy development, – Volodymyr Vorobey, Director of the Economic Development Agency and Marta Kobrynovych, Analyst of Creative Economics Projects at PPV Knowledge Networks.
The training included three online workshops that took place during February. Participants discussed key aspects of policy development:
-the choice of the essential issue and policy objectives;
-identifying policy instruments that can help address a significant issue;
-formation of a set of strategic approaches;
-assessment of existing strategic approaches and selection of the optimal one on the basis of target criteria;
-shaping the agenda and prioritizing policies.
The training involved combining theoretical material, group practical work and general discussion with elements of political discussion in order to develop the skills of constructive criticism and appeal.
This series of workshops is a preparatory stage in preparation for the Ukraine Creative Spark Forum 2021, which is a platform for the formation of strategic approaches to the development of Ukrainian higher education institutions business competencies for the needs of creative industries.
